Lasting Impacts:
Tojo's actions had always seemed beneficial, his command on the attack of Pearl Harbor in 1941 led U.S. into the war, and ultimately led to Japan's surrender. Since his action fastened the entering of U.S. into the war, he was partially responsible for U.S.'s later throwing of atomic bombs in Hiroshima and Nagasaki. If Tojo had not ordered the attack on Pearl Harbor, U.S. might not enter the war in 1941, and the Allies might not win the war in 1945. Japan was devastated. All the large cities, the industries and the transportation networks were severely damaged. A severe shortage of food continued for several years. The occupation of Japan by the Allied Powers started in August 1945 and ended in April 1952. General MacArthur was its first supreme commander. The whole operation was mainly carried out by the United States.

Relationship with foreign Leaders:
Tojo joined Adolf Hitler and Benito Mussolini in Axis Power. The three major Axis powers—Germany, Japan, and Italy—were part of a military alliance on the signing of the Tripartite Pact in September 1940, which officially founded the Axis powers. At their zenith, the Axis powers ruled empires that dominated large parts of Europe, Africa, East and Southeast Asia and the Pacific Ocean, but World War II ended with their total defeat and dissolution. Like the Allies, membership of the Axis was fluid, and other nations entered and later left the Axis during the course of the war. Although the Axis partners never developed institutions to coordinate foreign or military policy as the Allies did, the Axis partners had two common interests: 1) territorial expansion and foundation of empires based on military conquest and the overthrow of the post-World War I international order; and 2) the destruction or neutralization of Soviet Communism.
